February 22, 2012

President Obama signs into law Public Law 112-96, the Middle Class Tax Relief and Job Creation Act of 2012. Title VI of PL112-96, entitled “Public Safety Communications and Electromagnetic Spectrum Auctions” establishes FirstNet to build and deploy a nationwide public safety broadband network.

August 20, 2012

FirstNet Board of Directors is established.

September 2013

Utah is awarded $1.8M as part of the FirstNet State and Local Implementation Grant Program (SLIGP). Utah begins grant efforts focused on education and awareness for the nationwide public safety broadband network.

September 17, 2014

FirstNet issues Request for Information (RFI) and Statement of Objectives (SOO) for a comprehensive solution for the FirstNet Network.

November 6, 2014

FirstNet conducts initial consultation with Utah. More than 30 members of the Utah public safety community participated.

March 2015

Utah begins grant efforts to collect data focused on coverage, users and operational areas, capacity planning, and current services and procurement vehicles.

April 27, 2015

FirstNet issues Draft Request for Proposal (RFP) for the FirstNet Network.

September 30, 2015

Utah submits its data collection response to FirstNet.

January 13, 2016

FirstNet releases its final Network RFP to select a partner to deploy the FirstNet Network.

June 28, 2016

FirstNet holds a consultation meeting with Utah’s FirstNet governing body, the Utah Communications Authority (UCA).

March 2, 2017

Utah Senate Bill 198 (SB-198) establishes new governance structure for FirstNet in Utah that includes a nine-member board along with operations and regional advisory committees to support Utah. See Governance .

March 30, 2017

FirstNet selects AT&T as its partner to build the nationwide public safety broadband network.

June 19, 2017

FirstNet and AT&T deliver draft state plan for Utah via an online web portal, requesting comments from authorized users. FirstNet.com public web site is also launched.

July 2017

AT&T FirstNet priority service available upon opt-in.

August 4, 2017

Utah submits it comments for the draft state plan to FirstNet. See State Plan Process.

September 29, 2017

FirstNet and AT&T notifies the Governor of the final state plan for Utah, initiating the Governor’s 90-day decision period ending on December 28.

November 6, 2017

Utah becomes 31st state to opt in to FirstNet. Read more on the Governor’s Decision.

December 12, 2017

AT&T FirstNet preemption feature available.

March 27, 2018

AT&T dedicated public safety network core online. Enables three tiers of public safety user priority.

March 31, 2018

Utah is awarded SLIGP 2.0 funds to support network deployment and user adoption of FirstNet service in Utah.

June 11, 2018

AT&T Subscriber Paid plans become available for volunteer users.

March 2019 (est.)

New features for public safety: Voice over LTE (VoLTE) High Definition (HD) voice calling and standards-based priority for text messages.

March 2020 (est.)

New features for public safety: Standards-based push-to-talk (PTT) with direct mode operations.

March 2022 (est.)

New features for public safety: Next-generation location services including elevation position information, broadcast services, and machine-to-machine Internet of Things (IoT) support.
