FirstNet in Utah

The Act directs FirstNet to consult with each state through a single point of contact (SPOC) as it prepares, design, and deploys the public safety broadband network. The Governor of Utah assigned the Utah Communications Authority (UCA) as the governing body for FirstNet in Utah, and appointed Mr. Gordon Coles, Utah Interoperability Division Director, as SPOC to coordinate the state’s planning and outreach activities and act as interface between FirstNet and Utah’s public safety community. Governance

Utah established a governance structure to support decision making and information flow to ensure Utah first responders’ needs are recognized and addressed in FirstNet’s planning and deployment of the nationwide public safety broadband network.

State and Local Implementation Grant Program (SLIGP)

The National Telecommunications Information Administration (NTIA) developed the State and Local Implementation Grant Program (SLIGP) to help states plan, coordinate, and provide inputs to the design and implementation of the FirstNet Network. SLIGP 1.0 had two phases – Phase 1 was focused on stakeholder education and outreach and Phase 2 was focused on data collection to support state plan needs. In September 2013, Utah received $1.8M in SLIGP funding. SLIGP 2.0 is focused on deployment and adoption.

FirstNet is mandated by legislation to consult with states on their needs for the nationwide public safety broadband network. In Phase 1 of the SLIGP, FirstNet focused on this consultation with states through multiple engagements to gather information about unique needs and challenges of the state’s public safety community and to share the vision and objectives of FirstNet.

SLIGP 1.0 Phase 2 – Data Collection

NTIA released funding for SLIGP 1.0 Phase 2 in March 2015 for states to perform data collection. Activities focused on state input to FirstNet towards development of a Request for Proposal (RFP) for the design, construction, and operation of the FirstNet Network.

SLIGP 2.0 – Deployment and Adoption

In March 2018, UCA was awarded SLIGP 2.0 grant funds to help support network deployment and user adoption of FirstNet service in Utah through February 2020. Activities under this grant will include improving governance, identifying coverage gaps, developing agreements to increase sharing data between different systems and agencies, and transitioning these public safety systems to the new network. For 2018, UCA has developed a SLIGP Work Plan with activities supporting deployment management, post-deployment integration, and education and outreach.
